What Was Class 2 DSC?

Class 2 DSC was a mid-level digital signature certificate where identity was verified against a trusted database (such as IT PAN database or passport data) without requiring in-person or video verification. It had lower assurance than Class 3 but was widely accepted for routine government filings until 2021.

Why Did the CCA Discontinue Class 2 DSC?

The CCA discontinued Class 2 DSC for several key reasons:

  • Security vulnerabilities: Class 2 relied on database-based identity verification which was susceptible to impersonation attacks. Fraudulent DSCs were being obtained by misusing others' PAN details.
  • Aadhaar integration: With widespread Aadhaar availability and OTP-based eKYC, robust identity verification became possible without physical visits. Class 3's stricter verification (video call + Aadhaar OTP) became practical for all applicants.
  • Legal framework update: Amendments to the IT Act and CCA's Interoperability Guidelines required stronger identity assurance for legally binding digital signatures.
  • Alignment with global standards: International standards (ETSI, ISO 21188) require strong identity proofing for all legally binding electronic signatures, which Class 3 complies with.
  • Fraudulent usage elimination: Class 2 DSCs were being misused for financial fraud and document forgery. The stricter Class 3 process significantly reduces such risks.

What Happened to Existing Class 2 DSCs?

Class 2 DSCs issued before January 2021 remained valid until their individual expiry dates. After expiry, holders were required to apply for a Class 3 DSC. No more Class 2 DSCs are being issued by any licensed CA in India.
