India's large public sector units (PSUs) like IFFCO (Indian Farmers Fertiliser Cooperative), NTPC, BHEL, HAL and others run their own e-procurement portals for sourcing goods and services. If you wish to participate as a vendor or supplier on these portals, you need a valid Class 3 Digital Signature Certificate (DSC).
IFFCO e-Procurement Portal
IFFCO (iffcobazar.in and their vendor portal) requires suppliers to register with a Class 3 DSC to participate in tenders and submit bids digitally. IFFCO's portal is powered by MSTC or similar e-procurement technology. Key requirements:
- Class 3 DSC (Signing) — individual or organisation depending on business structure
- Valid digital certificate not expired
- Windows system with Java and the token's driver installed
- Certificate registered on IFFCO vendor portal before tender deadline

- NTPC: ntpctender.com uses NIC-based e-procurement
- BHEL: bhel.com e-procurement for engineering goods
- HAL: hal-india.co.in vendor portal
- SAIL, Coal India, GAIL: All operate DSC-mandated e-procurement portals
- State utilities: MSEDCL, TNEB, BESCOM all have DSC-mandated portals
Registering Your DSC on PSU e-Procurement Portals
- Insert your USB token before visiting the vendor registration page
- Allow browser Java plugin or use Internet Explorer/Edge with compatibility view if required
- Navigate to Vendor Registration and select "Register with DSC"
- Your certificate details auto-populate — verify the name matches your company records
- Enter your USB token PIN to digitally sign the registration
- Keep record of your vendor ID for future login
